The primary reason for chrome plating brake discs is to retard corrosion on the disc flange (friction surface), reducing pitting which can accelerate lining wear, causing premature brake lining replacement. Chrome plating increases the life of the disc, when it wears off the friction surface, you have a standard steel disc to wear down to the minimum thickness. Chrome plating is also more durable and heat resistant than paint and protects all non-friction surfaces from corrosion.
